Монгол улс дахи Хятадын хэт нөлөөг шүүмжлэв. 2015 оны 11-р сар.

Ярилцлага

Өмнөд Монголын малчин монголчуудын бэлчээр нутгийг хашаалан хязгаарлаж, бусад нутгийг булаан эзэмшиж байсан бол, өнөөдөр тэдний МАА-г байгаль орчинд халтай хэмээн хуурмаг аян шалтаг зааж, хүчээр суурьшуулах бодлого явагдах болсон билээ. Хятад олонхитой хот суурин газарт хүчээр нүүлгэгдээд, хятад хэл бичиг сайн эзэмшээгүй малчин монголчууд ажил хөдөлмөр эрхлэх байтугай амьдрах аргагүй болох нь олонтаа. Бэлчээр нутгийг булаахын эсрэг малчдын тэмцлийг оройлон манлайлж тэмцэгч бол Янжиндулам билээ. Түүний тухай бүр дуу гарч, олонд түгэх болжээ. Уншигч та бүхэнд эрхэм тэмцэгч бүсгүйтэй ярилцсанаа хүргэе.

-Та өөрийгөө уншигч түмэндээ танилцуулна уу?

-Өмнөд монголчуудын төлөө сэтгэл зүтгэлээ зориулан явдаг та бүхэндээ баярлалаа. Би Шилийн голын Авга хошууны Цагааннуур гэдэг газар 1974 онд малчны гэр бүлд төрсөн. Ерөнхий боловсролын сургуулиа дүүргээд л малчин болсон доо. Түүнээс хойш мал сүргээ л хариулж маллаж ирлээ. Аймгийн төвд хоолон гэр ажиллуулах, арилжаа наймаа хийхийг оролдсон удаа бий ч, малчин надад таарахгүй юм билээ.

-Та малчдын бэлчээр нутгаа хамгаалах тэмцэлд хэдийнээс идэвхтэй оролцох болов, ямар зорилготой вэ?

-2012 оноос оролцож ирсэн. Эхэндээ өөр аймгуудаар голдуу их нууц байдалтай, нэрээ ч нууцлан оролцож, бас WeChat-аар их ажил өрнүүлдэг байлаа. Бэлчээр нутаг хамгаалах, хэт уул уурхайжилт, химийн хортой үйлдвэр, БО-ы бохирдлыг эсэргүүцэх, хүний эрхийг шаардах үйл ажиллагаа явуулж ирлээ.

Бидний зорилго бол Өвөр Монголын тал нутаг аль болох унаган төрхөөрөө хадгалагдаж, монгол үндэстний оршин тогтнол хангагдаж, нутаг дэвсгэр уугуул ардуудын мэдэлд бүрэн бүтэн байх явдал юм даа. Нутаг дэвсгэргүй бол яаж монгол үндэстэн оршин тогтнох вэ? Оршин тогтнож дийлэхгүй л болно доо.

Монголчууд өөрийн амьдралаа сонгох эрхгүй, МАА-гаа эрхлэх эрхгүй, үндэстэн ястнаа таних эрхгүй болж байна. Монгол гэж хэлж болохгүй. Монгол гэж хэлбэл үндэстнээ хагацуулах гэсэн болдог. Бидний соёл бол МАА-н соёл, үүнийгээ сонгож болохгүй боллоо. Хүнээр амьдралаа сонгуулж байна.

-Тэмцэгч та бүхэнд ямар саад бэрхшээл тохиолддог вэ?

-Хэдэн арван жил ийм хүнд бэрх амьдралтай байсан хэрнээ, зарим нь бүр энэ амьдралаа жаргалтай гэж боддог. Хожим ямар аюул болох вэ, айгаад суувал юу болох вэ, юу хүлээж байна вэ гэдгийг мэдүүлэх санаатай даа, бид. Манайхан голдуу айгаад энэ хэмжээнд хүрлээ. Үнэн юм хэлэхээс айна. Айж байгаа хүмүүс яаж эрхээ хамгаалах вэ, яаж эрхтэй байх вэ? Айж эмээхээс яаж гаргах вэ? Энэ бол том бэрхшээл.

Бас биднийг барьж саатуулах, эрүүдэж байцаах, мөрдөж мөшгих, тагнаж чагнах, дарамталж сүрдүүлэх гээд саад бол их ээ. Хууль бус цуглаан хийлээ гэдэг бол хамгийн олон сонсдог буруутгал. Олон удаа ингэж буруудах тусам шийтгэл чангарна. Хятадад хүний эрх маш муу, үнэн үг л хэлбэл барина хорино гэдэг.

Гэхдээ дуугүй болж болохгүй. Би хоригдож гарч ирээд дуугүй суувал хийгээгүйгээс эс юм болно. Чимээгүй болбол хүмүүс улам айна, харин улам чанга дуугарвал хүмүүс зоригжно. Тэмцлээр биеэ хамгаална гэдгийг ойлгоно. Хуулиар биеэ хамгаална гэж бүтэхгүй болж байна.

-Ямар үр дүнд малчин тэмцэгчид маань хүрч байна вэ?

-Газар газрын малчид эрх ашгаа хамгаалаад дуугардаг, тэмцдэг, Засгийн Ордонд ирж жагсаал цуглаан, суулт хийдэг боллоо. Энэ гол үр дүн юм даа.

-Өнөөгийн малчдад ямар бэрхшээлүүд учирч байна вэ?

– Малчдын бэлчээр нутгийг булааж байна. Бас 90% нь өр ширэнд баригдаад байгаа. Банкны зээл авахад нутгийн дэвтэр шаарддаг, нутаг бэлчээр маань банкны гарт орж байна. Үүнийг эсэргүүцэж би санал дэвшүүлж байсан, төр засаг тоогоогүй. Төрийн бодлого буруудсанаас олон зовлон үүдэж байна даа. Уурхай ухах хятадууд их цөмөрч орж ирж, хүн ардыг дээрэлхэх бүүрэлхэх, доромжлох зодох, бүр алах явдал ч гардаг. Хүний ёс, хууль цааз олдохоо байсан. Усны төвшин доошилж хуурайшиж байна. Үүл буудахтай холбоотой зөрчил их гарч байна. Ард иргэд нутаг бэлчээрийг булаахын тулд бороо оруулахгүй сумаар буудаж байна гэж эсэргүүцэж байна. Монгол хүн чононоос хамгаалж хотоо манадаг байсан бол одоо төр засгаас, хятадуудаас хамгаалж хотоо манадаг болсон. Хүмүүс ээлж ээлжээр тал нутгаа манаж байна.

Цэвэр орчинтой эх байгаль, тал нутаг, өөрийн амьдралаа сонгох боломж, хүний эрх, эх орон минь бидэнд хэрэгтэй. Хятадуудын түрэмгийлэл орж ирэхгүй амар амгалан байхыг бид хүсэж байна.

-Уншигчдад хандаж та юу хэлмээр байна вэ?

-Тусгаар тогтносон улс гүрнийхээ  гал голомтоо сахин суух ар монголчууддаа захиж хэлмээр зүйл байдаг. Ар Монголд хүний эрх Өвөр Монголтой зүйрлэшгүй сайн хангагдсан байгаа. Тэгвэл өвөр монголчууд одоогийнхоороо байсаар байх юм бол 50 жилийн дараа байх уу, үгүй юу эргэлзээтэй. Монгол хүн болсны хувьд ийм байдалд орохгүй төлөө бүгд тэмцэх ёстой. Нутаг дэвсгэр, эх байгаль, эх орноо хэдэн мөнгөөр арилжих мунхгийн дээдийг гаргуулж болохгүй.  Адгуусны мөн чанартай муу зүгийн юм арвин нэвтрүүлж болохгүй. Мөнхөд оршихуйн төлөө үеийн үед монгол хүн бүр чармайлга гаргаж явах ёстой. Хэлээ хайлуулж, хилээ бохирдуулж, цусаа холихоос болгоомжилцгооё.

Өвөр Монгол элдэв гамшгаар дүүрэн байна. Бэлчээр нутгаа хамгаалсан малчныг машинаар дайрч алсан нь нэг бус удаа боллоо. Олон зүйлийн дарлал мөлжлөг тоо томшгүй, монгол хүний амьдрал хорхой шавжийн зэрэгт хүрлээ. Уугуул соёл устаж байна. Энэ их аюул бүү Ар Монголд нэвтэрч орог. Олон хятад уурхай Ар Монголд орчихоод л байна. Авга хошууны хойд биед адуунд явсан нөхөр, ард нь үлдсэн эхнэр хоёр хилийн наана цаана хашигдаж, хагацал үзсэн тохиол байдаг. Энэ мэтээр л хагацаж салсан ах дүүс бол Ар Өвөр Монгол.

Алаг махны тасархай, алтан ясны хэлтэрхий монгол ахан дүүс минь элгээрээ энх тунх, төрлөөрөө төвшин амгалан байх болтугай гэснээр бидний ярилцлага өндөрлөлөө.

Санаанд тодхон хэдэн тохиолыг дурссу. 2015 оны 2-р сард Дөрвөд хошууны малчдын тэмцэл хүчтэй өрнөхөд Янжиндулам оройлон манлайлагчдын нэг байсан. Тэр үед Монгол улс дахи өмнөд монголчуудыг дэмжигчид энэхүү тэмцэлтэй эв санаагаа нэгтгэн, хоёр удаа цуглаан, нэг удаа хурал, мөн лоозон барьж зураг авахуулах аян зохион байгуулж, баривчлагдаж торгуулж байсан байдаг.

Янжиндулам Монгол улсын ард иргэдийн төлөө ч санаа зовнин, акци зохион байгуулж байв. 2015 оны 11-р сард тэрбээр зохиолч Хуучинхүү, Баяннуур аймгийн малчин Дэжидмаа, түүний охин нарын “Голомт” хөдөлгөөний гишүүдийн хамт  “Элгэн хайртай Өвөр Монгол минь шархлан эмзэглэж байна! Элэг нэгтэй Монгол улс минь ирээдүйд битгий өнөөдрийн Өвөр Монгол шиг болооч! Сэрцгээе ээ, монголчууд аа!”, “Монгол нутаг минь талхигдахыг эсэргүүцье! Монгол үндэстнээ аварцгаая!” гэсэн бичиг барьж зургаа авахуулж байсан.

Өвөр Монголд Баргын малчдын ширүүн тэмцэл өрнөсний дараа удалгүй 2016 оны 8 сард Шилийн голын малчид боссон. Тэд жагсаал цуглаан, мэдээлэлт хийхийн сацуу аймгийн захиргаатай уулзна гэж дайрсан байдаг. Үүнээс болж Янжиндулам зэрэг удирдагчид, идэвхтэн баривчлагдаж байлаа.

Тэр хаана өмнөд монголчуудад зовлон учирна, тэнд байж байдаг. 2016 оны 12-р сард Янжиндулам Үнэнчийн ар гэрт эргэж очсон. Үнэнч бол хятад баяны малыг хариулж байгаад, “мал туранхай байна” гэх шалтгаар баяны гурван хятад хамсаатанд зодуулж амиа алдах дөхөн, зодож байсан гурван хүнийг алж, бас хятад баяныг очиж алсан нэгэн гэдгийг та бүхэн мэдэж байгаа. Өвөр монголчууд, Үнэнчийг алуулах дөхөн, сэтгэл санааны цочролд орж ийм хэрэг үйлдсэн тул, цаазын ялыг хөнгөрүүлэх хэрэгтэй, малчдын нутаг бэлчээрийг булааж түрэмгийлж байгаагаас л ийм хэрэг гарсан гэж байгаа. Мөн алагдсан хүмүүсийн ар гэрт мөнгө цуглуулж өгч тохирох, үнэтэй сайн өмгөөлөгч олох ажил зохион байгуулж байв.

2017 оны 5-р сарын 10-нд Янжиндулам тэргүүтэй тэмцэгчид Малчин Мэргэний нас барсны 6 жилийн ойгоор эсэргүүцлийн цуглаан зохион байгуулах гэсэн боловч, төрийн зүгээс өрнүүлсэн сөрөг арга хэмжээнээс болоод, нэгэн өрөөнд хэдүүлхнээ үзэл бодлоо илэрхийлэхэд хүрсэн. Янжиндулам: “Бидний эсрэг цагдаа цэрэг бүгд хөдөлжээ. Эндээс гараад явж дийлнэ үү, үгүй юу мэдэхгүй. Бидэнтэй нийлж нэгднэ гэсэн олон малчин цагдаа цэргийн хоригоос болоод ирж дийлсэнгүй. Бид Сөнид рүү явж тэмцэх гэж байна” гэж ярьсан юм.

Малчдын мэдэгдлийг тэгэхэд танилцуулсан. Мэдэгдэлд:

“Өнөөдөр малчин Мэргэн халуун амь, бүлээн цусаараа хамаг Монголын газар шороогоо хамгаалан хальсан өдөр. Манай монголчууд газар нутаггүй бол хөгжин мандах байтугай, оршин тогтох ч аргагүй болно. Тийм учраас газар шороогоо амь настайгаа холбоё. Эх нутгаа хамгаалах нь бидний заавал ч үгүй хийх ёстой амин чухал үйлс.

Жил бүрийн 5-р сарын 10-ныг Монголчуудын газар шороогоо хамгаалах өдөр болгоё гэсэн саналыг бид бүхэн дэвшүүлж байна. Даян дэлхийн монголчууд минь дэмжин хүрээлээрэй. Бид санал дэвшүүлээд зогсолгүй, шууд ажил хэрэг болгон хэрэгжүүлж, тэмцэлд мордох гэж байна.

Бид бүхэн Сөнид зүүн хошууны Хонгор суманд уурхай гаргуулахгүй гэж, эрс тэмцэл хийх гэж байна. Энэ бол зөвхөн Хонгор сумын асуудал биш юм. Бүх монголчуудын үйл хэрэг ээ. Миний Монголын газар шорооноос Бурхан гуйсан ч бүү өг!” гэжээ.

Удалгүй газар шорооныхоо төлөө тууштай тэмцэгч тэдний эсэргүүцлийн үйл ажиллагааг нь хүчээр зогсоосон. Шилийн гол аймгийн Сөнид зүүн хошууны Хонгор сумын Энэрэлт гацааны нутагт малчдын эрх ашгийг эс харгалзан хөсөрдүүлж, уурхай гаргах явдлыг тэд үл хүлцэн, тэнд очиж эсэргүүцлийн арга хэмжээ өрнүүлж байсан юм.

5-р сарын 31-нд Янжиндулам 16 хоногийн хорионоос тавигдсаныхаа дараа шингээлт үйлдэн цацсан юм. “Ар Өвөр Монголгүй газар шороогоо хамгаалцгаая! Бид бол нутаг усаа шүтэж амьдардаг үндэстэн. Уугуул газар шороогоо алдаад байвал монгол үндэстэн хөмрөнө!” гэж тэр захисан.

Тэрбээр одоо ямар ч хүний эрхгүй болж, байнга мөрдөгдөж хавчигдаж, дотоодыг хамгаалахынхан хувийн амьдралыг нь өөрөөс нь илүү мэдтэлээ судалж тагнаж байдаг болсныг өчсөн. Сөнид зүүн хошууны дотоодыг хамгаалахын ажилтан Зоригт түүнд “Чи юу юм бэ? Чи бол юу ч биш. Чи бол ялаа. Чамайг хүсвэл дуртай цагтаа бяцлана” гэж мэдэгдсэн байна. Бас 24 цаг тасралтгүй хатуу сандал дээр суулган, хоол унд өгөлгүй, байцааж дарамталж байжээ.

Монгол хүн ялаа биш ээ. Эрхэм дээд эрдэнэт хүмүүн билээ. Энэ талаар Өмнөд Монголын баатар тэмцэгч Хадаа: “Эрхэм Янжиндулам авхай! Та Монголын ашиг тусын төлөө харигс хятадын хар гэрт хоригдож, их хал үзсэнийг би өрөвдөж буйгаа илэрхийлж байна. Цагдаагийн ялаа гэж хэлсэн үг бол үнэхээр хүлээж авшгүй боловч, хятадын нүдэнд бидний монголчууд үнэхээр ялаа батганаас цаашгүй гэдгийг санаж явцгаая. Түүний санаа бол зөвхөн гадуурхан доромжлох гэсэн биш, хамгийн гол нь аюулган сүрдүүлж, дахин ийм үйл ажиллагаанд оруулахгүй гэсэн явдал болно. Бидний хэлэх хийх нь хуулиас гадуур биш, хятадуудын улангасан галзуурах нь хуулиас гадуур. Та үйлс тэмцлээ өлгөн авч цааш тэмүүл! Энэ бол тэдэнд өгөх хамгийн хүнд цохилт болно. Тэд олж үзнэ гэж санахгүй юмыг хий. Хожим бид илээр холбогдож, илээр тэмцэцгээе! Монголчуудын нар гарах цаг холгүй болсон!” гэж бичжээ.

Саяхан Янжиндулам түгээсэн шингээлтдээ : “Газар сайгүй гаслангийн дуун сонсдож байна. Ноёдод ард түмний үхэж сэхэх хамаарахгүй бол ард түмний хилэн хязгааргүй. Түшмэдүүд сонсоцгоо!  Тэсвэр тэвчээрээ ард түмэн барьж дийлэхгүй хэмжээнд хүрч байна!  Барих хорихоор шийднэ гэвэл хилэн хорсол дээд туйлдаа хүрч та нар цусаар уйлавч дийлэхгүй болно. Хаана дарлал байна, тэнд эсэргүүцэл байдаг. Засаг ноёд хэр хэмжээтэй байгаарай!  Бид хүн шүү. Төр улс ард түмнээс бүтдэг, та нараас биш. Ноёд нь юу хийхээ мэдэхгүй, цагдаа нар нь хуулиа мэдэхгүй, ёс моральгүй, болхи бүдүүлэг дарангуйллыг бид тэвчихгүй. Энэ бүхний эсрэг тэмцэлд би илээр эрс шулуудан орж байгаагаа тунхаглаж байна!” гэсэн юм.
