Төвдийн тусгаар тогтнолын төлөөх тэмцэлийг дэмжих 4-р хурал.

Төвд болон монголчуудад хоёр ижил зүйл байна. Нэгдүгээрт бид нь нэг ижил шашинтай бөгөөд хоёрдугаарт бид адилхан хятадуудын эрхшээлд дарлагдан зовж  байгаа  ахан дүү үндэстэнүүд юм. Хятад улс нуран унахгүй л бол бидэнд  чөлөөлөгдөх гарц алгаа. Төвд үндэстний  тусгаар тогтнол эрх чөлөөний төлөө маш олон төвд залуус энд хуран чуулж арга ухаан сүвэгчилж байгаад би маш өндөр сэтгэгдэлтэй байна.

Хэзээ нэгэн цагт монгол залуучууд ч гэсэн та нарын нэгэн адил эх орныхоо тусгаар тогтнол,эрх чөлөөний төлөө уйгур болон төвд залуустай мөр зэрэгцэн өөрийн эрх чөлөөгөө олон гарцыг олох болно гэж найдаж байна. Өвөр Монгол нь бол БНХАУ-ын харъяанд хамгийн анх Өөртөө Засах Орон болон нэгдэн орсон  бөгөөд энэ онд Хятадын засгийн газар Өвөрмонгол байгуулагдсаны 70 жилийн ойг өргөн тэмдэглэж байна.Энэхүү 70 жилийн хугацаанд  энэхүү “Өртөө Засах “ гэдэг  нь  туйлын худал хуурмаг ,бөгөөд монголчуудын явах замнал биш гэдгийг үнэн  бодитойгоор баталж өглөө. Энэ бүхэн нь бидний хятадуудыг үзэн ядаж  дургүйцсэндээ хэлж байгаа үг биш юм.

Манай монголчууд нь эрт дээрээс нүүдэлчин  малчин үндэстэн бөгөөд  өнө эрт  цагаас бид малаа маллаж ,өргөн тал минь онгон дагшинаараа ,тэнгэр минь цэлмэг цэнхэрээрээ байсан билээ.Хятдаууд цөмрөн орж ирснээс хойш тал нутаг маань эвдэгдэн цөлжиж ,тэнгэр маань шороон шуурганд бүүдийж байгаль орчин маань үндсээрээ буснин сүйрч дуусч байна. Тариалангийн соёлтой хятадууд манай нутгийг эзэлсэний дараа  бидний 5 хошуу малын бэлчээрийг хориглож улсын томоохон гахай тэжээх талбар  болгож ,тэд нь өөрсдийн “гахай сүлд”-ээ дээдлэн тахиж  харин манай өөрсдийн Бөрт Чоно болон Гуа маралын соёлыг устгах соёлын довтолгоогоо  маш эрчтэй явуулж  байна.Энэ бол 70 –н жилийн хугацаанд  оршин тогтносон “Өөртөө Засах Засгийн” үр дүн юм.

Хятадад ч гэсэн өнөөдөр дарангуйлалын засаг буюу коммунист үзэлийг эсэргүүцдэг хүмүүс олон байдаг. Бидний хувьд бол хятадын дарангуйлалын засгийг сэргүүцэхээс гадна  тэдний колонийн ноёрхолыг мөн  давхар эсэргүүцэх болно.

Нэмээд хэлэхэд хятадын төрөөс  явуулж буй жижиг буурай үндэстнүүдийг, тодруулбал Тайван ,Монгол зэрэг улс орнуудыг дарангуйлах үзэлийг нь мөн бид эрс эсэргүүцнэ.Тиймээс бидний хувьд Хятад улсыг эсэргүүцнэ. Хятадуудын зорилго бол манай нутаг дэвсгэрийг эзэлж уламжлалт соёлыг устгах явдал болно.Бид хүчирхэг болсондоо биш эсэргүүцэхээс өөр сонголт байхгүй учираас үүнийг хийж байгаа юм. .Бидэнд зөвхөн хятадын зэрлэг балмад колончлолын ноёрхолыг эсэргүцэхээс өөр ямар ч гарц байхгүй.Хятадууд нь бидэнд ямар ч сонголт өгөөгүй бөгөөд бидний яг Манж үндэстний адил уусган мөхөөж зөвхөн данс үнэмлэх дээр бичигдсэн үндэстэн болгохоор тэд чармайж байна.Би заавал хятадын гараас мултрах гарцыг олох хэрэгтэй. Гэтэл хятдууд эзэлсэн газраа  зүгээр  л май гээд тавиад өгөх хүмүүс  огт биш ээ.Хятадын философид “тэнгэрийн дор бүхий л газар шороо бол хятадын хааны газар шороо”  гэж үздэг .Мөн монголчуудын түүхэнд эзэгнэж байсан газар нутгийг манай газар нутаг хэмээн үзэх үзэл ч хүчтэй дэлгэрч байна. Эд бол ийм л шунахай эзэрхэг мөн чанартай хүмүүсээ.

Хятудууд өнөөдөр гадна өнгөндөө хүчирхэг мэт харагдаж байгаа боловч дотооддоо бол тун хэврэг бөгөөд ноцтой асуудалтай болсон улс юм.ЗХУ- задрах үед Балтийн гурван орон салан тусгааралсан .Адилхан Хятадын колони орон болох Уйгар ,Төвд Монгол гурав бол Балтийн гурван оронтой агаар нэг. Хятад улс  задран унахыг дагалдан манай гурван үндэстэн өөрийн эрх чөлөө тусгаар тогтнолоо олохыг би хүсэж байна.Хятад хүн болон ХКН бол байнга худал хуурамч зүйл ярьдаг бөгөөд тэдний хэлсэн үгэнд  итгэх итгэл бидэнд  огт байхгүй

.ХКН байгуулагдах эхний үедээ үндэстний суверн эрхийг олгоно гэж  монголчуудад амалж байсан . Мао Зэдун” Урт аян”-ы дараа “ 3 сарын 5 ний тунхаг”-таа  японыг эсэргүүцэж тэднийг хөөн  гаргаж чаддаг л юм монголчууд бүр мөсөн тусгаар тогтнож болно хэмээн хэлсэн билээ.Хятадууд угаас заль мэхтэй бөгөөд бидний монголчууд тэдний энэхүү заль мэхэнд нь унсан юм.

Төвдийн ахан дүүс минь битгий хятадын заль мэхэнд унаарай .Хятадууд өнгөн дээрээ ахан дүүс гэдэг боловч дотоод санаандаа устган хөнөөхийг үргэлж боддог хорон санаат хүмүүс юм.Цагтаа тэд  биднийг  уран үгээр хуурч номхруулж биднийг эзэлж байсан бол одоо  бүр бидний соёлыг устгаж газар шороог маань булаан авхаар бүдүүлгээр зүтгэдэг болоод байна.Төвдийн  “17 зүйлт гэрээ”- нь бол албадлагаар хүлээн зөвшөөрүүлсэн тэгш биш гэрээгээр барахгүй өнөөдөр тэрхүү гэрээгээ өөрсдөө ч эвдэн зөрчиж байна.

Хонконгийг авах үедээ Ангилчуудтай олон улсын гэрээ хийж 50 жилийн турш улстөрийн тогтоцыг эвдэхгүй гэсэн боловч эдүгээ дөнгөж 20 жил өнгөрснийй дараа “ хуучин хоцрогдсон гэрээ “ хэмээн нэрлэж  гэрээний шаардлагыг биелүүлэхээ больжээ. Иймэрхүү худал үгэнд суурилсан ёс суртхуунгүй үндэстэнтэй харилцахад маш болгоомжтой байх хэрэгтэй. Жентельмен болон луйварчин хоёр маргахад хэзээд луйварчид ялдаг байна. Хятад улс бол  луйварчин улс мөнөөс мөн.Мэдээж хятадууд одоохондоо хүчтэй байна. Торгон замын  бодлого гаргаж дэлхийн тогтолцоог өөрчилж өөрийн манлайлсан дэлхийг байгуулах бодлого явуулж байна.Энэ нь мөн Си Жин Пингийн хятадын зүүд мөрөөдөл юм. Энэ бол хэзээч бодит зүйл болж чадахгүй гэдэг нь тодорхой .Бидний хувьд хүчин мөхөсдөж байгаа боловч бид Төвд Уйгур ,Тайван ,Хонконгийн олон ахан дүүстэй билээ.Бид адилхан хятадын ноёхолд орсон ижил хувь заяатай улсууд учираас Азид нэгдсэн хятадын эсрэгэ  эрх чөлөөний холбоог байгуулан хятадын түрэмгийлэл болон дарангуйлалыг эсэргүүцнэ.Бид дэлхийн хэмжээнд хятадын эсрэг байгаа Энэтхэг  Япон зэрэг улсуудтай холбоо тогтоон хятадын эзэрхэг түрэмгийчүүдийг эсэргүүцэх ардчилалын олон улсын холбоог байгуулна. Ирээдүй  бол бидэнд маш ашигтай байна. Бид хамтаар бүлгэмдэж энэхүү ирээдүйн сайхныг угтан авцгааяа.

Манай монголчуудын хувьд  ноднин 11 сард хилийн гадна байгаа  5 нам болон төрийн бус  байгууллагууд Японы Токио хотод  “Өвөрмонголын  их Хурилдай”-г байгуулан  японы парламентийн ордонд хуралджээ. Энэ удаагийн хуралд японы талаас  хэд хэдэн парламентийн гишүүд оролцсон. Энэ жилийн 6 сард бид бас энэхүү ордонд хуралдаж өвөрмонголд хийсэн хятадын соёлын хувьсгалын үед “Өвөр ардын намыг цэвэрлэх” –ээр хийсэн аллага хядлагыг ЮНЕСКО-д бүртгүүлэх үйл  ажиллагаа  хийсэн юм.Үүнийг бүтэх эсэхийг бид мэдэхгүй байгаа ч гэсэн энэхүү түүхэн эмгэнэлтэй үйл ажиллагааг ЮНЕСКО-д бүртгүүлэх ажилыг хөөцөлдөж байна.  Энэ мэт жижиг буурай үндэстнийг үй олноор нь хоморголон устгасан үйл ажиллагааг бид хэзээ ч мартахгүй. Үүнийг бид дэлхийн хүний түүхэнд тэмдэглүүлнэ. Энэ бол Хятадын ичгүүртгүй ,зэрлэг  балмад үйл ажиллагаа юм. Үүнийг бид өөрсдийн үр ач нартаа хэзээ ч мартхааргүйгээр ойлгуулнаа.

Миний бодлоор төвдүүд бол маш ирээдүйтэй юм. 58 жилийн өмнө Далай лам Төвдүүдийг дагуулан Энэтхэгт очиж эрх чөлөө болон тусгаар тогтнолын төлөө тэмцжээ. Хэдийгээр 58 жил өнгөрч та бүхэн төвддөө буцан очиж чадаагүй боловч үй олон төвд залуус эх орныхоо эрх чөлөө тусгаар тогтнолын төлөө дэлхийн газар бүхэнд тархаж . улмаар  өсөн нэмэгдэж тэмцлээ үргэлжлүүлсээр байна. Миний бодлоор бол Төвдийн тусгаар тогтнол лавтай биелэгдэнэ. Энэтхэг улс хамгийн түрүүнд төвдийн тусгаар тогтнолыг хүлээн зөвшөөрөх улс байгаасай.

Азийн эх газарт хятадын дарангуйлалгүй ардчилал эрх чөлөөний ёс  мандаж   монгол ,уйгур ,төвдүүд  өөрийн  эх нутагтаа энх тайван ,амар амгалан ,эрх чөлөөтэйгээр амьдарч  хүний эрхэнд биш өөрийн нутагтаа жинхэнэ эзэн нь болж чадна гэдэгт  би гүнээ итгэж байна. Мөн Төвдийн ард түмнийг тусгаар тогтнолоо эрт олохыг хүсэж байна . Мөн  энэ бүхэнд итгэж байна.Та бүхэндээ баярллаа.
