Өмнөд Монголын малчдын бэлчээр нутаг, эрх чөлөөний төлөө тэмцэл бараг тасралгүй өдий хүрсэн билээ. Энэ нь малчид жагсаал цуглаан, тэмцэл эсэргүүцэлд дуртайдаа биш, тэднийг хохироож хэлмэгдүүлэх явдал байнга гарч байгааг илтгэж байна. Ялангуяа энэ хавар их тэмцэл хөдөлгөөн өрнөсөн. Тэрхүү халуун хаврыг дурсъя.

ХЭЛМЭГДЭН ХОРИГДСОН МАЛЧИД ЦАГААТГУУЛАХЫН ТӨЛӨӨ. 2017 оны 3-р сард 2 жил хүртэл хорих ял сонсож, хэлмэгдэн хоригдсон 6 малчны төвийн Дээд шүүхэд хандсан заргын ажил өрнөж,  дэмжсэн малчдын цуглаан Онниуд хошуунд болсон. Тулгуур, Төгсбаяр, Насандалай, Жаргалт, Улаанбар, Мөнхбаяр нарын малчин эрчүүд 2013.12.21-нд ял сонсон хэлмэгдэж байсан билээ.

Тэднийг 2013 оны 5-р сард “үндэстэн хоорондын эв нэгдлийг алдагдуулсан, салан тусгаарлахад турхирсан” гэж шүүхээс хилсээр буруутгаж байв. Дараа нь “үйлдвэрлэл, удирдлагыг хорлон сүйтгэсэн” гэж хэлмэгдүүлсэн юм. Тулгуур, Төгсбаярыг 2 жил, Улаанбар, Мөнхбаяр, Насандалайг 1 жил 6 сар хорих ял оноож, Жаргалтыг 1 жил тэнсэн харгалзах болжээ.

Тэр үед, малчид буруугүй гэж заргалдан тэмцэлдсэн бөгөөд, “үйлдвэрлэл, удирдлагыг хорлон сүйтгэсэн” гэж Төгсбаярыг 1 жил, бусдыг нь хэдэн сар хорьж, засан хүмүүжүүлэх ажил хийлгэх эцсийн шийдвэр гарсан.

Компаний талын хүмүүс малчдыг хүчээр хөөх гэж, олуулаа дайрснаас хэдэн арван малчин зодуулж, 12 хүн эмнэлэгт хэвтсэн байдаг. Харин дээрхи 6 малчныг хэлмэгдүүлэн шийтгэсэн.

Хэлмэгдсэн малчид буруугүй гэдгээ нотлох, цагаатгуулах гэж чармайсаар ирсэн бөгөөд, сүүлдээ улам идэвхжиж, 2017.3.7-нд ӨМӨЗО-ы дарга хатагтай Бу Шиаолинд ил захидал бичсэн юм. Гэвч ямар ч хариу өгөөгүй. Тийм учраас дараагийн шатанд шилжиж, жагсаал цуглаандаа хүрчээ. Тэдэнд тусалдаг, Өмнөд Монголын тэмцэгчдийн өмгөөлөгч Хөхбулагийг тэр өдрүүдэд амарыг хамгаалахынхан хараандаа авч, дагаж мөрдөж байв.

ХОРЧИН ХОШУУДЫН СҮРТ ТЭМЦЭЛ. 3-р сарын 27-нд Хорчин баруун гарын өмнөд хошууны 1000 малчин хошууны Засгийн ордны гадаа жагсаж, хууль бусаар хураасан газрын асуудлыг шийдвэрлэх, төлбөр төлөхийг шаардсан бичгийг  хошууны удирдлагад гардуулжээ. Гэвч малчдыг үл ойшоон ямар ч хариу өгөөгүй.

4-р сарын 10-ны өдөр тус хошууны 3000 малчин хошууны Засгийн ордны гадаа жагсаж, хууль бусаар хураасан газрын асуудлыг шийдвэрлэх, төлбөр төлөх, өөрсдийн шаардлагад хариу өгөхийг шаарджээ.  Засгийн ордныхон хаалгаа чандлан түгжиж, олон цагдаагаар хамгаалуулан үл ойшоов. Малчид засгийн ордон руу ойртож, орох нэвтрэх гэхэд цагдаа нар малчдыг харгисаар зодож, шатны уруу унагаж өнхрүүлэн бэртээж байв. Нэг зодуулсан эмэгтэй ухаангүй хэвтэж байгаа зураг, бичлэг их түгсэн. 30 гаруй малчныг баривчилжээ.

4-р сарын 11 буюу, маргааш нь хэдэн зуун малчин цуглаж, баривчлагдсан нөхдөө суллахыг шаардав.

4-р сарын 10-нд зэргэлдээ Хорчин баруун гарын дунд хошуунд хятадуудын хууль бусаар бэлчээр нутгийг булаахыг эсэргүүцэж, монгол малчид тэдний газар хагалах ажилд саад хийн тэмцэлджээ.

4-р сарын 10-нд Хорчин зүүн гарын дунд хошууны Уул балгасны Сээгэн гацаанд Guo Jie Afforestation компани хууль бусаар бэлчээр нутгийг хагалж байгааг эсэргүүцэн, 300 малчин трактор, бульдозеруудыг нь ажиллуулахгүй гэж саад хийн тэмцэлджээ. 200 цагдаа ирж, компанийг хамгаалж, малчдыг эр эм гэлгүй хайр найргүй зодож, машин тэргийг нь эвдэж хэмхэлжээ. 13 малчныг барьж, 10 хоног баривчлах шийтгэл оногдуулжээ.

ТӨВИЙН БАГ ЭСЭРГҮҮЦЛИЙГ ӨДӨӨВ. Хятадын төв засгийн газраас томилсон, Малчдын нутаг бэлчээрийн асуудлыг хянан шалгах ажлын баг Өвөр Монголд ажиллах болсноор цөөнгүй эсэргүүцлийг өдөөжээ.

4-р сарын 19-нд Хангин хошууны Ургамал, Алтантовч, Отог хошууны Отгон, Урад дунд хошууны Цэцэнчимэг нарын эмэгтэй малчид Хөх хотод зарга хийхээр ирж, бэлчээр нутгаа дээрэмдүүлсэн малчдыг төр засаг өмгөөлж хамгаалахгүй байна гэж шүүмжилж, тэмцэлд уриалсан видео шингээлт хийн түгээлээ.

4-р сарын 21-нд Хорчин баруун гарын дунд хошууны малчид төвийн багийнхныг тойрон бүсэлж, шаардлагаа тавив. Тэд бэлчээр нутгийг хууль бусаар булаах, Баяннуур суманд түшмэдүүд газар зарсныг эсэргүүцэж буйгаа илэрхийлэв.

Тус өдөр Дархан Муумянган Холбоот хошууны Хөх хотод ирсэн малчин Оюунчимэг, Бүрэнцэцэг нарын хатагтай нар газар булаах, уул уурхай гаарах, байгаль орчин бохирдох, мал хариулахыг хязгаарлаж хорих, дур зоргоор барьж саатуулах, их торгууль оногдуулах, мал хураах зэргийг эсэргүүцэж буйгаа илэрхийлэн видео шингээлт хийж түгээв. Оюунчимэг малчин: “Өнөөгийн монгол малчдын амьдрал бол – там!” гэж мэдэгдэв.

Энэ өдөр Шилийн голын Шулуун Цагаан хошууны Хөх хотод ирсэн малчид байцаах багийнхантай уулзах, шаардлагаа өгөхийг оролдсон ч бүтсэнгүй. Орж уулзах гэж зүтгэсэн малчдын дундаас малчин Чимгээг барьж, нутагт нь буцаав.

4-р сарын 22-нд нэрт тэмцэгч, малчин Янжиндулам (Наранхуар) Шилийн гол аймгийн малчдын зовлон бэрхшээлийг илэрхийлж, тэмцэлд уриалан, видео мэдэгдэл хийж түгээв.

4-р сарын 24-нд Хөлөнбуйрын Хуучин Барга хошууны малчид сүлжээнд Төвийн ажлын багт хандан, газрыг хууль бусаар булаах явдлыг таслан зогсоохыг шаардлаа. 2015 онд энд газрын маргаанаас болж, цагдаа малчдын мөргөлдөөн үүсэж, 19 малчин буруудан баригдаж байлаа.

Энэ өдөр Тунляо хотын Найман хошууны малчид засгийг ордны өмнө жагсаж, малчдын бэлчээр нутгийг булаахыг эсэргүүцэв. “Овоодой гацааны 50 000 мү газрыг буцаа!” гэсэн баннер барьсан байв. Тэд, энэ газрыг хошууны дарга нар хууль бусаар худалдан, олон малчдыг бэлчээр нутаггүй болгосныг илчилсэн видео үйлдэж түгээжээ.

Мөн өдөр Онниуд хошууны Цэгээн сумын 200 малчин гахайн фермийн үүдэнд эсэргүүцэл илэрхийлэв. Малчдын бэлчээрийг булаан энэхүү фермийг барьсан гэж тэд өгүүлж байв. “Гахай – Үгүй! Бэлчээр – Тийм!” гэсэн лоозонг тэд барьсан байлаа.
