ӨМНӨД МОНГОЛЫН ИХ ХУРАЛДАЙ БАЙГУУЛАГДСАНЫГ ДУРСАХУЙ

Нэгдүгээр хэсэг. Түүхэнд тэмдэглэх үйл явдал

2016.11.8. Санаанд ямагт тодхон Япон орны намрын налгар шар өдөр, цэвэр тунгалаг Токио хотын үзэмж төгс Минато дүүрэгт,  өнгө бүрэн Мита хорооллын “Мита Кайкан”  хэмээх шил толь болсон ганган буудалд дэлхийн өнцөг булан бүрээс өмнөд монголчуудын эрх чөлөөний хөдөлгөөний зүтгэлтнүүд, дэмжигчид уван цуван хуран цугласаар байвай.

Германаас Өвөр Монголын Ардын намын дарга Тэмцэлт, Монгол улсаас эрхэм дүү Баттөр бид хоёр гээд гурван хүн Нарита буудалд зэрэг буусан. Баттөр маань надаас бараг 7 хоногийн өмнө билет авсан атал бид хоёрт зэрэгцээ суудал, эхнээсээ 6-р эгнээнд таарсан.

Осака, Нагоя, Гифү, Фукуока хотоос болон, Тайвань, Хонконгоос олон олон зочид төлөөлөгчид довтолгон дөтөлсөөр л байв. Шинээр журмын нөхөд ирэх бүр танимхайрч найзархан, баяр хөөр болон уулзацгааж, “Мита Кайкан” буудлыг давхар давхраар нь манайхан дүүргэсээр байв. Ийнхүү манайхан нэг дор байх нь алс холын оюутан ахуй цагийг санагдуулна. Бие биеийн өрөөгөөр хэсэн сониучирхаж, Дайчин ах, Арцаа дүү хоёрын өрөөг штаб болгон бужигнаж, бичиг сачгаа найруулан хэлэлцэж, тараах материал юүгээн хэвлэж хувилж, хэрэглэх засал чимэг, ус цайгаа цуглуулж бөөгнүүлэх, боож баглах, хайрцаглаж хүүдийлэх, утсаар ярих, интернетээр харьцах гээд л элдэв ажил хэрхэн дундрах билээ дээ.

2016.11.9. Өглөө 6 цагаас сэрчих юм. Энэ нь орчин тойронтойгоо танилцан зугаалахад завшаантай хэрэг боллоо. Өчигдөр буудлаасаа зүүн өмнөшөө болон баруун хойшоо алхалж, электроник-гэймийн хотхон Акихабарагаар зорчсон бол, өнөөдөр эртний Зожожи сүм, Шиба цэцэрлэгт хүрээлэн, ТВ-ийн “Токио Тауэр” цамхаг хавиар хэсэж,өндөр хөгжилтэй, ажилч хичээнгүй хүн ардтай энэ улсын ахуй байдлыг шинжин сонжин явахуй цэнгэг агаар цээж дүүргэж, тархи оюун сэргэн бүжмүй.

Өмнөд Монголын Их хуралдайг байгуулах чуулган маань 9 цагт эхэлсэн хийгээд буудлын маань хурлын зааланд буюу хажуугийн орцны 9 давхарт юмсанж. Дэнша буюу галт тэргээр удтал явах хэрэггүй боллоо. Чуулганы хуралдааныг өмнөд монголчуудын эрх чөлөөний үйлсэд олон жил зүтгэсэн Жаргал даргалав.

Өмнөд Монголын их хуралдайг байгуулах чуулган нээгдэж байна.

Хурлын танхимаа монгол, япон нөхөд тэвдэн хөгжилдөн зассаны дараа, 1981 оны сурагчийн хөдөлгөөнөөс өгсүүлээд олон жил тууштай тэмцэж ирсэн, Өвөр Монголын Ардын намын дарга Тэмцэлт Шовцууд нээж үг хэлэв.

-Эрхэм олон журмын нөхөдтэйгээ энд учран золгож, хуран цуглаж байгаа маань юутай их зол завшаан билээ. Хилийн гаднахи Өмнөд Монголын нам холбоод нэгэн дээвэр дор нэгдэн цуглаж, эвлэлдэн нэгдээсэй гэж эртнээс өмнөд монголчуудын эрх чөлөөний төлөө тэмцэгчид хүсэн мөрөөдөж ирсэн билээ. 1997 онд Өвөр Монголын Ардын намыг Нью-Йорк хотноо байгуулж байхдаа бид ийм нэгдлийг үүсгэчихлээ гэж санаж явсан. Гэтэл санаснаар болсонгүй ээ, та нар бүгд мэдэж байгаа.

Тэр цагаас хойш өмнөд монголчуудынхаа төлөө гэдэг олон хүн тэмцлийн эгнээнд нэгдлээ, цөөнгүй нам холбоо шинээр үүслээ. Эвлэлдэн нэгдэцгээе гэсэн санал хүсэлт байнга л ундардаг байсан. Өнөөдөр бүтэх тавилантай байжээ.

Бид бүхний эвлэлдэн нэгдэх нь нэг чухал учир. Харин хамгийн чухал учир бол Өмнөд Монголын эзэн мэдэх эрх, хүний эрх, эрх чөлөө, ардчилал шүү. Их тэмцэл, насан  туршийн аминаас чухал үйлс биднийг хүлээж байна. Өмнөд Монголын их хуралдай байгуулагдаж байгаа өлзийтэй сайхан үйл явдлыг тохиолдуулан төлөөлөгч дэмжигчиддээ халуун баяр хүргэе! гэлээ.

Япон, уйгур нөхөд мөн мэндчилгээ дэвшүүлэн үгээ хэлцгээлээ.

Энэ хуралдаанд өмнөд монголчуудын эрх чөлөөний тэмцэлд идэвхи зүтгэлтэй оролцож ирсэн Тэмцэлт, Дайчин, Арцаа, Жаргал, Цэцгээ, Өргөн, Мөрөн, Эврэлт, Дэгжрэх, Өлзийдэлгэр, Монгол улсын иргэн миний бие болон Э.Баттөр, Японы иргэн Фумие Фурукава, Ишии Хидетоши, уйгур тэмцэгч, доктор профессор Хажи Күтлүк гээд олон хүн идэвхтэй оролцсон бол, интернетээр Рубин, Намина, Тулгуур (АНУ), Бурханхүү (Франц), Түвшинзаяа (Чех), Далайбаатар (Солонгос), Нарсуу (Швед), Арслан (Монгол) нарын өмнөд монголчууд бүрэн эрхтэйгээр хэлэлцүүлэг, санал хураалтанд оролцсон юм. “Японы зүрх сэтгэл” намын Фукуока хотын салбарын дарга Хидетоши Ишии биднийг үнэн сэтгэлээсээ дэмжигч бөгөөд түүний урилгаар би Японд ирсэн болой.

Би энд болон цаашид голдуу урьд таних идэвхтэн зүтгэлтнүүдийг нэрлэх болохоос, нэр үл мэдэх олон зочид төлөөлөгчид янз бүрийн арга хэмжээнүүдэд маань оролцож байсан юм шүү. Бас АНУ-ын Radio Free Asia, Японы Sakura TV-ийн ажилтнууд бүх ажиллагааг сурвалжилсан бол, Япон, Тайваний янз бүрийн хэвлэл мэдээллийн хэрэгслүүдийн ажилтнууд хэсэгчлэн сурвалжилж, ярилцлага, мэдээлэл авч байлаа.

Зочид төлөөлөгчид үгээ хэлж, өнөөгийн Өмнөд Монгол дахи колоничлол, малчин ардуудын мятаршгүй тэмцэл хөдөлгөөн, үндэсний эрх чөлөөний хөдөлгөөний үүх түүх, уламжлалын талаар яриад, дараа нь Өмнөд Монголын Их Хуралдайн дүрэм, мөрийн хөтөлбөр, ажлын төлөвлөгөөнд нэмэрлэх саналаа танилцуулж байлаа.

“Өнөөдөр өмнөд монголчууд бэлчээр нутгаа булаалгаж, хүчээр суурьшигдан амьдрах аргагүй болж, түүх соёл нь шахагдаж, эрх чөлөө нь хумигдаж буй явдал үргэлжилсээр, индианчуудын адил хүнд бэрх хувь заяа нүүрлээд байна. Энэ бүхний эсрэг БНХАУ-ын хилийн дотоод гадаадад олон өмнөд монгол хүн янз бүрээр тэмцэж ирлээ. Хятадад бол тэмцэхэд хэцүү. Өмнөд Монголын Ардчилсан Холбоог байгуулав гэж 15 жилийн ял авч хоригдоод, суллах нь аюултай гэгдэж ялгүй бас хоригдоод, одоо гэрийн хорионд байгаа ч боломжоороо тэмцлийн дуу хоолойгоо өргөсөөр байгаа Хадаа гуайн жишээ байна.

Харин хилийн чанадад байгаа дүрвэгч мянга мянган өмнөд монголчуудын хувьд бол түмэн олныхоо дунд байж чадахгүй бэрхшээл буй ч, дэлхий дахинд нөлөөлөн тэмцэх боломж нь илүү. Харин тэдний цөөнгүй нам холбоо, зөрүүтэй илэрхийлэл байх тул хэнийг нь сонсох вэ, дэмжих вэ гэдэг нь асуудалтай байсан. Тиймээс нэгдэж нийлж нэгэн том дээвэр байгууллагыг үүсгэе гэдэг нь өмнөд монголчуудын эртний хүсэл эрмэлзэл байлаа”  гэж тэд ярьж байв.

“Нэгэн зорилгын төлөө явж байж, ойлголцохгүй түр зуурын явдал гарахыг алийг тэр гэх вэ? Зарим өмнөд монгол нөхөд : “Хуралдайн зохион байгуулагчид Өвөр Монголын бүрэн тусгаар тогтнолын төлөө гэж ярихгүй байна, Өмнөд Монгол биш, Өвөр монгол гэх хэрэгтэй” гэхчилэн шүүмжилсэн.

Өмнөд монголчуудын үндэсний эрх чөлөөний хөдөлгөөний түүхийг харахад тусгаар тогтносон Монгол улсад нэгднэ, өөрөө түр тусгаар тогтноно, тэгш эрхтэй улсуудын холбоот Дундад улс байгуулагдвал нэгднэ гэж саналууд гарч байсан байдаг. Энэ бүхэн нь эцсийн бүлэгтээ Монголд нэгдэх нэгэн зорилготой байсан гэж эрдэмтэд дүгнэсэн байдаг. Ийм учир Өвөр Монголын тусгаар тогтнолын төлөө гэхээсээ илүү, өмнөд монголчуудын эзэн мэдэх эрх буюу өөрийн хувь заяагаа өөрөө шийдвэрлэх эрхийн төлөө гэх нь зүйтэй. Мөн бид “тусгаар тогтноно оо” гэвэл монголчууд, дэлхийн улс түмнүүд, нам холбоод, идэвхтэн зүтгэлтнүүд дэмжихээс болгоомжлоно гэдгийг бодолцох хэрэгтэй.

Өвөр Монгол гэвэл ӨМӨЗО-ы л монголчууд гэж ойлгогдно, Өмнөд Монгол гэвэл ӨМӨЗО-оос гадна амьдарч байгаа БНХАУ дахь бүх монголчуудыг хэлэх болно.

Хуралдайд нэгдээгүй тэр санал зөрүүтэй нөхөд маань олонхио хүндэтгээд удахгүй нэгдэж нийлэх байх аа гэж бодож байна” гэхчилэн сайн муугаа илэн далангүй ярьж авлаа.

Миний бие ар монголчууд болон өмнөд монголчуудын үндэсний эрх чөлөөний хөдөлгөөний хамтын ажиллагааны түүх болон өмнөд монголчуудын үндэсний эрх чөлөөний хөдөлгөөний түүхийн талаар ярьж, мөн Өмнөд Монголын Их Хуралдайн талаар саналаа хэлэв. Бас:

-Монгол улсын эгэл нэгэн иргэн би Өмнөд Монголын их хуралдай гэх эв нэгдлийн чухал арга хэмжээг дэмжиж байна. Хоёр жилийн өмнө би өмнөд монголын эрх чөлөөний хөдөлгөөний хилийн чанад дахь зүтгэлтнүүдтэй уулзахдаа, ийнхүү эвлэлдэн нэгдэх хэрэгтэй байгааг хэлж байсаан.

“Өнөөдрийн хурал эрх чөлөөний ажилд том эргэлт гаргах ёстой гэж үзэж байна. Дэлхийн өвөр монголчуудын холбоо ч гэдэг юм уу, маш өргөн хүрээтэй ажиллах зохион байгуулалтад орох шаардлагатай гэж бодож байна. Бид цаашдаа хатуу зөөлөн, улс төрийн, соёлын, судалгаа шинжилгээний гээд олон арга замыг ашиглан, өмнөд монголчуудын эрх чөлөөний төлөө тэмцэцгээх нь зүйтэй. Өвөр монголчуудын эрх чөлөөний ажлыг дэлхий дахин бүх талаар өргөн дэмждэг болох ёстой. Хятад улс дахь цөөн тоот үндэстнүүдийн эрх чөлөөний хөдөлгөөнүүдээс үлгэр жишээ авах ёстой. Түүнээс гадна хүлээн зөвшөөрөгдсөн хүчтэй удирдагч лидер хүн хэрэгтэй. Тийм удирдагч тодруулж мандуулах талаар ажиллахгүй бол болохгүй нь. Эв нэгдэл бол эрх чөлөөний ажилд эрхэмлэн дээдэлж баримтлах учиртай нэг гол зарчим байх ёстой юм. Газар газрын монголчууд биднийг юу нэгтгэх вэ? Юуны өмнө бид сэтгэл зүрхээрээ нэгдэх хэрэгтэй байна. Хэрэв тэгж сэтгэл зүрхээрээ нэгдэж чадвал бусад бүх талаараа нэгдэх асуудал бүтнэ. Хамтаараа монгол үндэстнээ хайрлан хамгаалж, мандуулан бадрааж, энхжүүлэн мөнжүүлцгээе!” гэж хурлын индэр дээрээс хэлж байлаа.

Би тэр үгээсээ ухарч өөрчлөгдөөгүй, тэр байр суурь дээрээ хэвээрээ байна.

Намар өмнөд монголын нэгэн их нэр хүндтэй лидер хүн өөрийн байгуулж буй бүлэгт нэгд гэхэд би “Аль нэг бүлэгт нэгднэ гэхээсээ илүү, монголчууд эв нэгдлийн үүднээс нэгдэж нийлбээс би дэмжин хамтармаар байна” гэсэн билээ. Тийм ээ, эв нэгдэл хаана байна, идэвхтэй үйл ажиллагаа хаана байна, зөв үүсгэл санаачлага хаана байна, би тэнд байх болно.

Яс үндэс нэгт, язгуурын соёл хамтат өмнөд монгол ахан дүүсээ чадах чинээгээрээ дэмжицгээе ээ! Наад зах нь сэтгэл санааны дэмжлэгээ илэрхийлцгээе ээ!” гэж би нэмж хэлэв.

Монгол улсын төлөөлөгч Э.Баттөр Монголоос дамжуулсан мэндчилгээнүүдийг танилцууллаа.

Монгол улс дахи өмнөд монголчуудын эрхийн төлөө тэмцлийн анхдагчдын нэг, “Хунтайж Дэмчигдонровын нийгэмлэгийг” үүсгэн байгуулагчдын нэг Д.Рэнцэнтавхай:

“…Хунтайж Дэмчигдонров Нийгэмлэг” хэмээх оюутан залуучуудын байгууллага байгуулагдаж , Хятадын Коммунист намаас Өвөр монгол дахь монголчуудыг хяхан хавчиж байгааг эсэргүүцэн, хүний эрхийн төлөө тэмцэгчдийг суллахыг шаардан, БНХАУ-ын ЭСЯ-ны өмнө олон хоногийн пикет суулт хийсний 25 жилийн ой тохиож байгаа билээ. Монголчуудын алс хэтийн эрхэм зорилго, их хэргийг бүтээхийн тулд Эв нэгдлийн Хуралдай хийхийг уриалж бна!” гэжээ.

Монголын хохирогчдын нэгдсэн холбооны тэргүүн Х.Оюунцэцэг:

“…Өнөөгийн хүнд бэрх колоничлолын нөхцөлд БНХАУ-аас гадуур байгаа өмнөд монголчуудын нам бүлгүүд эвлэлдэн нэгдэж, Өмнөд Монголын хуралдайг байгуулан чуулах гэж байгаа явдлыг манай Монголын хохирогчдын холбоо дэмжин, баяр хүргэж байна. Өмнөд монголчуудын эрх ашгийг хамгаалах үйлсэд Өмнөд Монголын их хуралдай туйлбартай шантаршгүй тэмцэж, ялалт амжилтад хүрч явах болтугай гэж ерөөе! Сайн үйлс мандан бадраг!” гэжээ.

Монгол улсын үндэсний үзэлт залуус:

“Өвөр Монголчууд өдий болтол эрх чөлөөгөө хүсэмжлэн, Америк, Япон, Швед зэрэг улсад үндсэрхэг үзэлтэнгүүд нь дүрвэн гарч тэмцлээ үргэлжлүүлсээр байгаа ба, 2016 оны 11 сард ӨМНӨД МОНГОЛЫН ИХ ХУРАЛДАЙ-г Японд зохион байгуулах гэж байна. Өвөр Монголын зоригт тэмцэгчид эв санаагаа нэгтгэн Тэмцлийн галаа нийлэн асаах гэж байгаа нь бүх Монгол хүмүүсийн зүрхэнд орших галыг дэвжээн бадраах нь дамжиггүй юм” гэжээ.

Өмнөд Монголын эрх чөлөөг дэмжигч Монголын иргэд:

“Дэлхийн өмнөд монголчуудын их хуралдай анх удаа чуулах гэж буйг тохиолдуулан,  өмнөд монголчуудын үндэсний эрх чөлөөний хөдөлгөөнийг дэмжигч Монгол улс дахь журмын нөхөд ахан дүүгийн халуун сэтгэлийн мэндчилгээ дэвшүүлэн, хүсэн хүлээсэн үр дүндээ хүрч, мандан бадрах болтугай гэж ерөөл өргөж байна.

Даян дэлхийн өмнөд монголчуудын эвлэлдэн нэгдэх үйл явцыг Монгол дахь дэмжигчид ямагт сайшаасаар өдий хүрлээ.  Монгол дахи дэмжигчид санал нэгтэйгээр Өмнөд Монголчуудын их хуралдайг хүлээн зөвшөөрч, талархан дэмжиж байна. Бид бүхэн их хуралдайд Өвөр Монголын ардын нам, Монголын эрх чөлөө, холбооны нам, Өмнөд Монголын ардчилсан нам, Хөх туг холбоо зэрэг үндэсний эрх чөлөөний гол байгууллагууд нэгдсэн байна гэж ойлгож байна. Тийм учир энэ хуралдай маань өмнөд монголчуудын тэмцлийг шинэ шатанд гаргаж, ялалт амжилтанд хүргэнэ гэдэгт итгэлтэй байна.

Хуралдайн төлөөлөгчид өө! Их Эзэн Богд Чингис хааны маань аугаа их алдар суу биднийг ивээн тэтгэх болтугай!  Бүх дэлхийн монголчууд эвлэлдэн нэгдэж, хүн төрөлхтний эрхэм нандин эрх чөлөө бүрийг олж, хамтдаа хөгжин дэвжиж, энхжин мөнхжих болтугай!  Сайн үйлс арвижин дэлгэрэг ээ!” гэжээ.

Эврэлт ламтан өмнөд монголчуудын төлөө тууштай тэмцэгч лидер Тэмцэлтэд хадаг өргөж байна.

Эврэлт ламтан өмнөд монголчуудын төлөө тууштай тэмцэгч лидер Тэмцэлтэд хадаг өргөж байна.

Недерланд улсаас ирсэн өмнөд монголчуудынхаа төлөө тэмцэгч, дандаа инээж явдаг мөн ч гэгээн сайхан хүн болох Эврэлт ламтан Далай ламын мэндчилгээг дамжуулж, буддын шашны ном ерөөлийг уншиж, Өмнөд монголчуудын эрх чөлөөний төлөө үйлсэд буй бүхнээ зориулж ирсэн Тэмцэлт гуайд Далай ламын амилуулсан номын шар хадгийг өргөвэй. Шар өнгийн хадаг бурхан шашнаа дээдлэхийн бэлгэдэл. Монгол улсаас дэмжиж байгаад талархан Далай ламын адист хөх хадгийг надад баривай. Цэнхэр өнгийн хадаг мөнх, амар тайвны бэлгэдэл. Уйгурын тэмцэгч Хажи Күтлүкэд мөнхүү адист цагаан хадаг баривай. Цагаан өнгийн хадаг ариун бодь сэтгэл, өглөг буяны бэлгэдэл болдог байна.

Тэмцэгч Дайчин гуай дүрэм, мөрийн хөтөлбөрийг хэлэлцүүлж эхэллээ. Хуралдайн зорилго бол өмнөд монголчуудын НҮБ-аас тунхагласан өөртөө эзэн мэдэх эрхийг бүрэн хэрэгжүүлэх, өмнөд монголчуудын хүний эрхийг хамгаалах, өмнөд монголчуудын аж амьдрал, соёл уламжлал, байгаль орчныг өмгөөлөх, бүх даяар монголчуудтайгаа ойртон нөхөрлөх зэрэг юм гэж санал нэгдэж байлаа. Юуны өмнө мэдээллийн ажлыг идэвхжүүлье гэж ярилцлаа.

Өмнөд Монголын их хуралдайн улс төрийн мөрийн хөтөлбөр ингээд бэлэн болж батлагдсаныг толилуулъя:

“1.Хүн төрөлхтний нийгмийн голч ёс, эв зүй, шударга үнэнд суурилагдан тогтоогдсон НҮБ-ын тунхаг, хамтын шийдвэр тогтоол, хууль дүрмийг журамлан дагаж, Өмнөд Монголын Их Хуралдайд оролцох ямарваа нам бүлэг, бүлгэм холбоо, хувь хүн нь Өмнөд Монголын хамтын улс төрийн эрх, хамтын ашиг тус, хамтын зол жаргалт амьдралын төлөө хичээн зүтгэхээр өөрийн үйл ажиллагааны чиглэл болгон, Өмнөд Монголчуудын тэгш эрхтэй, голч нийгмийг цогцлоон байгуулахаар өөрсдийн үндсэн зорилгоо болгоно.

2.Хүн бүхэн эрх тэгш, ардчилалтай, хууль дүрэмжсэн Өмнөд Монгол орныг цогцлоон байгуулах үйлсэд өөрсдийн хүчин чадлаа өргөж, хувь хүний өмч болон эрх ашгийг уулгалах үйл ажиллагааг эрс эсэргүүцэн, чанга хориглоно. Зах зээлийн чөлөөт аж ахуйг хууль ёсоор хүрээлэн хамгаалж, яриа хэлэлцээрийн чөлөөт эрхийг хуулиар батлан, дээдлэн хүндэтгэж, хэвлэл мэдээлэл, эрдэм шинжилгээг чөлөөтэй байлгахыг эрхэмлэнэ.

3.Өмнөд Монголчуудын нэр хүндийг тууштай хамгаалж, Монгол соёлыг сэргээн бадруулж, хөгжүүлэн мандуулах үйл ажиллагаанд гарамгайлан зүтгэж, бусад үндэстэн угсаатны соёлыг хүндэтгэн, шашин шүтэх эрхийг чөлөөтэй байлгана. Монгол үндэстэн угсаатны соёл, түүхийг доромжлон гадуурхсан буюу илээр гүтгэсэн хүчин бүхэнтэй эвлэршгүй тэмцэнэ.

4.Хятадын дээрэнгүй үзэл болон үндэстний хэт туйлшрангүй үзлийг эсэргүүцэж, хүмүүнлиг үзэл болон оюунлиг чанарт суурилсан нийгмийг бүтээн байгуулах үйлсийг ажлын зорилтоо болгож, ганцаар эзэмшлийн эрхийг хүчтэй эсэргүүцэн хориглож, улс төрийн олон эст чанарыг чухалчлан хүндэтгэж, олон нам бүлгийн чөлөөтэй өрсөлдөх улс төрийн үндсэн зарчмыг баримтлана. Өмнөд Монголчуудын нэгдмэл чанар болон бүлхэмдэл нягтралыг чухалчлан, Өмнөд Монголчуудын хамтын цогцыг дээдлэн хүндэтгэнэ.
